This plant is able to incinerate 925 tons of domestic waste per day and serves over 2 million people. In response to the national policy of regional co-ordination and facilities sharing, the plant centralizes and unifies the treatment of domestic waste in Zhangpu, Zhaoan and Nanjing  counties, which can avoid waste of resources caused by repeated construction of domestic waste incineration power generation projects in each county.

In 2017, the plant was recommended by Fujian Provincial Housing and Construction Department to receive Zhang Ping, Vice Chairman of the National People's Congress.
